The "Landmark" contract in practice

When the new contract was voted for by Baltimore City teachers, I was really wavering whether I should vote for it. On paper, the contract looks great, but, in practice, I had some reservations: North Avenue has never showed itself to be very efficient with paperwork or availability, so putting an office there in charge of AUs (Achievement Units, for going above-and-beyond or taking credits) was disconcerting.

I ended up voting for the contract, because (a) I thought the old system, that gave raises every year regardless, was broken; and (b) I liked the thought of being rewarded for doing good work that helped kids. However, the problem with certification of AUs is certainly occurring. Until June 30th, teachers were encouraged to submit necessary paperwork (online) for any credits attained previously that did not create any salary increase for yourself.

I submitted 18 credits:

3 MSDE credits for having a student teacher (I've received no $$ for this at all, and was scheduled to receive $85 from the college... it's never came to fruition)

6 credits from Coppin State University (Reading classes that renewed my certification, but didn't create any salary increase)

9 credits I purchased for doing National Board Certification (I was unsure if a stipend was a salary increase, but thought I would submit just in case)

Each of these submissions was rather involved, and required getting transcripts and paperwork and submitting online along with written descriptions. They were also all done separately, as was required. It was not a very easy or user-friendly process.

About 6 weeks after submitting all of these credits, last week, I received an e-mail last week that says simply this:

That's it. No explanation, no description of which credits were reviewed, just that "credits not eligible for AUs" - don't even know which ones. Clearly, as described by the contract, at least 9 of the 18 should be eligible. When the Union (and the Union people that the Union brought in from NYC) was selling the contract to us teachers, this is how they sold it -- that the AU system would allow excellent teachers to move up the ladder quickly. One lady even gave her name and said to personally e-mail her if there were any problems with submissions, because, if so, she was selling something that wasn't valid. She really believed in the contract and kind of made me believe, too. I'm going to look up her name (she's a Spanish teacher at Western).

I replied to the e-mail from the system, and have yet to hear back (of course). North Avenue is such a difficult-to-navigate place, that I don't know what my next step should be.

So, I'm left with a contract that gives me a pay cut.

I was at Step 13 on the old contract, with a Master's Degree. The salary was $63,340 (Link).

With the new contract, I have been placed on the Professional Pathway, Interval 2. The salary is $60,881. Huh?

The dollar signs in my eyes when I signed the new contract have not materialized at all. Is there a screw up? What happened?

I'm still hopeful the process for becoming a Model Teacher can be fruitful for me, because that represents my real desire for the new contract. It seems like I should be in the running (National Board, mentoring new teachers, high test scores), but I'm not optimistic that it will work out, especially given how the rest of the contract has shaken out for me so far.

I have yet to hear of anyone sucessfully negotiating the new contract and the AU's. We were sold a flawed,incomplete contract and we bought it. I reluctantly voted and greatly regret it! SCAM! I am making an appointment with the union and then going to talk to the Sun.

This was my main worry about the new contract. It (like to other merit-based contracts around the country) was created based on the assumption that most teachers are horrible at their jobs. When the reality hits--that the horrid teachers are numerically dwarfed by the amazing ones--the powers that be realize that there just isn't enough money to pay the teachers who should have earned top notch status.

That said, I am just absolutely dumbfounded that Epiphany was passed over. If anything, you were too modest in your description of your accomplishments. In addition to the National Board certification, you have presented at national conferences, been selected to participate in prestigious workshops, achieved a 100% IB pass rate, mentor newer teachers, coach and on and on. If ANYBODY in that system deserved the top status under the new contract, it's you.

Something is clearly wrong, and you may need to camp out in the HR Office until someone can fix this for you. Going in person is sometimes the only way. The language of the contract clearly says you can't be making less than you were last year:

Current Employees
Placed on the next full interval ABOVE their current salary, with no teacher receiving less than $1750 from their 2010-2011 base salary. The difference between the increase on the schedule to the minimum of $1750 is to be paid as a one-time pensionable stipend.

And then I think you might qualify for model per these guidelines:

Alternative Option for Placement in the Model Pathway (July 29, 2010 TA)
Teachers in the following grades: 602/603, 612/613, 632/633, 642/643, 652/653,
662/663, 672/673, 682/683 will be placed on the model pathway effective July 1, 2011 based
upon the following criteria:
• 10 years of service in Baltimore City Public Schools
• 2 proficient evaluations for 2009, 2010 or 2011 and no unsatisfactory evaluations in the
last three years and in 2010-2011
• Teachers who had a proficient and then a satisfactory without an evaluation in the
following year must notify Human Capital by November 30, 2010 so that the case can be
resolved on an individual basis.
• Attendance of 95% unless extended illness and extenuating circumstances
• Continual differential

Finally, you definitely have AU that should be approved - the graduate credits. So while you are camped out, this is another thing you may have to fight for.

I experienced similar non-response about AUs from the CPSC Team. After submitting 12 AUs, I waited ten business days (the timeframe in which they promised a response), then began sending them an e-mail a day asking for the approval of my AUs. They never responded, so I finally e-mailed Tisha Edwards just asking her to direct it to someone who would respond. Had them approved within 24 hours.

Like anonymous says, sometimes going in person [or going over somebody's head] is the only way to get a response. And you're right, that, together with North Ave's notorious talent for disappearing documents, makes me skeptical about the contract's implementation.

No one is arguing Mark's accomplishments, and the gratitude that he remains committed. But the salary City teachers make is incredibly, absolutely, generous. Who else makes $60K in this city for a bachelor's level position, and has great health insurance, and professional time and advanced degree coursework paid for? Anon, what is your cause of complaint to The Sun? Do you really think $60,000 is not enough in a City brutally saturated in poverty? And we wonder why there were many in WI who had had enough with the complaints of the public sector. $60,000. With health insurance. With free master's degree. Wow.

The writing was all over the wall, and you guys missed it. Its really too bad. I have been in the system for 7 years and am also making way less for the long term future.

The reason why I did NOT vote for this contract were:
A) The contract (if as easy as the BTU sold it) would bankrupt the system.
B) With A above in mind, clearly they wont be giving out any AUs.
C) Why oh why, would I want my Union to agree with the System? From a Union Employee stand point, its just bad business.

Thanks for pimping and fluffing this contract on your blog prior to the vote, at least you have to suffer too...

Anon: To be clear, the $60K is with a Master's degree, and Coaching and Summer Work stipend. Nobody with a Bachelor's makes $60K.

And prof time and advanced degree work are not paid for.

Not seeing how it's generous. I make $2200 a month.

2nd Anon: I'm not ready to throw the contract under the bus, nor did I pimp and fluff it up on the blog. I think I had a real measured debate about it, actually.
